Jean‑Marc Nadeau, PhD, MBA, LL.M., C.Mgr is a bilingual senior executive and public‑sector leader based in Regina, Saskatchewan. He currently serves as Chief Executive Officer of the Saskatchewan Urban Municipalities Association (SUMA), representing and advocating for 440 urban municipalities across the province. A recognized change leader, Jean‑Marc is known for modernizing organizations, strengthening governance, and advancing strategic public policy initiatives. Jean‑Marc’s career spans over three decades across municipal government, policing, and international advisory roles. Prior to SUMA, he served as City Manager and Chief Administrative Officer of Portage la Prairie, Manitoba, where he oversaw large municipal staffs and budgets, secured more than $500 million in community investment, and strengthened partnerships with Indigenous communities. Earlier in his career, Jean‑Marc spent 23 years with the Royal Canadian Mounted Police, including serving as a Chief of Police, senior strategic advisor, and as a NATO Rule of Law advisor in Afghanistan. Jean‑Marc holds a PhD in Public Policy from the University of Regina, an MBA from the University of Ottawa, a Master of Laws (Administrative Law) from York University, and a Bachelor of Commerce from Royal Roads University. He is actively engaged in governance and community leadership through multiple board and senate roles and has been recognized with several national honours, including the Queen Elizabeth II Platinum Jubilee Medal, for his contributions to public service.
